《重聚行动》的缘起、内容、治理特征与镜鉴

摘　　要：在推进我国体育治理能力现代化背景下,研究英格兰体育理事会《重聚行动》的缘起、内容、治理特征具有重要的历史意义与镜鉴价值。研究认为,《重聚行动》缘起于多元文化的固有国情与追求平等的社会演变等5方面,其内容涵盖愿景、使命、3个关键目标、指导原则等部分,其实践特征可概述为多元与平等——主动发声与原则回应、全面恢复——疫情背景下的善治帮扶、自我创生——合作治理模式的深化探索、数字赋能——数据驱动体育发展、传播推广——内外兼修的活跃动员、哺育未来——学校体育的强化供给、活跃环境——环保体育与运动城市的主动建设7个维度,并据此提出以相对贫困参量、元治理属性强化推动公共体育服务均等化与高质量发展等5维镜鉴。On the progress of promoting the modernization of China's sports governance capacity,it have studied the origins,contents,governance characteristics of Uniting the Movement,which has fundamental historical significance and realistic value.The origin of Uniting the Movement can be divided into five aspects such as inherent multiculturalism and the evolution of a society in search of equity.The content of Uniting the Movement covers the sections of vision,mission,three key objectives,guiding principles and so on.Its practical features can be summarised as seven dimensions,including pluralism and equality-proactive voices and principled responses,comprehensive recovery-good governance support in the context of the epidemic,self creation-deepening exploration of collaborative governance models,digital empowerment-data driven sports development,communication and promotion-active mobilisation both internally and externally,feeding the future-strengthening the provision of P.E.,active environment-environmental sports and active construction of sports cities.The inspirations covers five dimensions including strengthening the promotion of equalization and quality of public sports services with relative poverty ananlysis and meta-governance enhancement.
