从发展边缘到专业中心:都市圈背景下政区边缘城镇功能转变研究  

From Development Periphery to Professional Center:A Study on the Functional Transformation of Towns on Administrative Borders in the Context of Metropolitan Areas

摘　　要：大都市圈协同发展为政区边缘城镇功能转型提供契机,如何突破“行政区经济”桎梏,发挥“行政区资源”效应,根本在于城镇自身发展思维与治理方式的转变。以上海嘉定区外冈镇为例开展实证研究发现,政区边缘城镇受“行政区经济”影响,面临着城镇吸引力下降、产业式微、交通不畅、文化边缘化等问题。因此,应在都市圈背景下,围绕打造嘉昆太城镇连绵区的专业中心这一目标,从高水平乡村治理、高品质城镇建设、高效能交通提升、高质量产业发展等维度转变发展模式。从发展边缘向专业中心转变,都市圈协同发展仅仅是基本条件之一,关键在于城镇发展思维转换、发展价值转化、合作模式转型、发展动力转变等,期待对当前都市圈内政区边缘城镇的高质量发展提供参考。The coordinated development of metropolitan areas provides opportunities for the functional transformation of towns on administrative borders.The key to breaking through the constraints of"administrative district economy"and leveraging the effects of"administrative district resources"lies in the transformation of the towns'development mindset and governance approach.An empirical study of Waigang Town in Shanghai's Jiading District reveals that towns on administrative borders face challenges such as declining attractiveness,industrial decline,transportation inefficiencies,and cultural marginalization due to the influence of"administrative district economy."In response,within the context of metropolitan areas,these towns should aim to become professional centers in the urban continuum of Jiading-Kunshan-Taicang by transforming their development model.This transformation should focus on high-quality industrial development,high-standard town construction,high-level rural governance,and highly efficient transportation improvement.The shift from development periphery to professional center requires more than just coordinated metropolitan development;it crucially depends on the town's own transformation in development thinking,reshaping of ecological development values,innovation in cross-border cooperation models,and cultivation of high-quality development drivers.This study aims to provide reference for the current development of towns on administrative borders within metropolitan areas.
