国家水网建设投融资机制实践与思考

摘　　要：国家水网工程建设任务重、资金需求大,亟须更好发挥有效市场和有为政府的合力,深化水网投融资机制改革创新,努力破除投融资瓶颈,形成政府市场协同发力的投融资主体多元化格局。分析了当前国家水网建设和投融资情况,指出建设资金筹措是国家水网工程面临的突出制约因素。当前,国家水网工程建设投融资政策导向主要为充分利用国债和地方政府专项债券,引导社会资本依法合规参与水利建设,以及积极争取金融支持水利建设。针对当前国家水网工程建设投融资存在的困难和问题,提出构建政府市场协同发力的投融资主体多元化格局,用好用足财政支持政策,因地制宜创新推广水利投融资模式,积极探索投建管运一体化模式,建立与国家水网工程投融资体制机制改革相适应的水价形成机制,积极推进水利领域发行不动产投资信托基金(REITs),大力发展水经济并适时开展水安全保障导向的开发(WOD)模式试点示范等建议。The task of building the national water network is extensive,with significant funding requirements.It is imperative to harness the synergy between an effective market and a proactive government,deepen the reform and innovation of the investment and financing mechanisms,break the bottlenecks,and establish a diversified framework for investment and financing entities driven by government-market collaboration.This paper analyzes the current state of national water network construction and its investment and financing,identifying the difficulty in raising construction funds as a key constraint.Presently,the guiding policies for national water network construction focus on maximizing the issuance of treasury bonds and local government special bonds,attracting social capital in compliance with laws and regulations,and actively seeking financial support for water projects.In light of the challenges and issues in the current investment and financing landscape of the national water network construction,several suggestions are put forward:establishing a diversified framework for investment and financing entities driven by government-market collaboration,making full use of fiscal support policies,promoting innovative water financing models tailored to local conditions,actively exploring an integrated model for investment,construction,management,and operation,establishing a water pricing mechanism aligned with the reform of the investment and financing systems,advancing the issuance of real estate investment trusts(REITs)in the water sector,and promoting water economy development while piloting water-security-guarantee oriented development(WOD)models.
