摘　　要：浙江省是全国第一批省级水网先导区之一,在系统分析构建浙江水网的新形势新要求、省情水情工情的基础上,提出“三纵八横十枢”的浙江水网总体布局以及高水平水资源配置体系、高标准防洪保安体系、高品质幸福河湖体系、高效能智慧水利体系、高质量水网管理体系五大体系建设思路,从加快建设高质量浙江水网、持续补强防洪排涝安全屏障、着力推进全域幸福河湖建设、系统开展数字孪生水利建设、创新探索水利投融资模式五个方面提出重点突破方向和经验做法,在此基础上,分析了当前存在的问题及下一步工作思考。Zhejiang Province is one of the first provincial-level pilot areas for the national water network.Based on a systematic analysis of the new situation and requirements for building the Zhejiang water network,along with the specific water and engineering conditions in the province,the proposed layout consists of“three vertical,eight horizontal,and ten hubs”.The paper outlines five key construction goals:a high-level water resource allocation system,a high-standard flood control and safety system,a high-quality happy river and lake system,an efficient smart water system,and a high-standard water network management system.Key breakthroughs and best practices are summarized across five areas:accelerating the construction of a high-quality Zhejiang water network,continuously reinforcing flood control and drainage barriers,promoting the happy river and lake system across the province,systematically advancing digital twin water management,and innovating water investment and financing models.Based on the above,an analysis of current challenges and future work considerations is provided.
