印度“民主社会主义”现代化方案评析

摘　　要：独立后的印度曾经采取“民主社会主义”现代化方案,设想印度现代化的目标是要建设一个广大民众摆脱贫困、国民经济自力更生、“最充分的民主”得到实现的“社会主义类型的社会”。为此,印度现代化所采取的主要途径是“民主计划”,即以民主的方式调整印度的生产关系与上层建筑,通过计划经济推动生产力发展,带动印度的现代化进程。但是,由于印度并不具备实施改良主义现代化方案的物质条件与国家能力,也无法避免苏联社会主义现代化模式质量不高、动力不足的弊病,所以“民主社会主义”现代化方案最终被放弃。这说明,民主社会主义并不适用于印度等经济社会发展落后、传统色彩浓厚的国家的现代化进程。After independence,India once adopted the modernization program of“democratic socialism”,envisioning that the goal of India’s modernization is a“socialist pattern of society”where the general public is lifted out of poverty,the national economy is self-reliant,and“the fullest democracy”is achieved.For this reason,the main approach adopted by India’s modernization is the“democratic planning”,which adjusts India’s production relations and superstructure in a democratic way,promotes productivity development through a planned economy,and drives India’s modernization process.However,due to India’s lack of material conditions and national capabilities to implement reformist modernization program,as well as its inability to avoid the drawbacks of low quality and insufficient motivation of the Soviet socialist modernization model,the“democratic socialism”modernization program did not make India a“socialist pattern of society”and could not continue to promote India’s modernization.This indicates that the reformist modernization plan of democratic socialism is not applicable to the modernization process of economically and socially underdeveloped and traditional countries such as India.
