摘　　要：海河防潮闸除险加固工程是国家150项重大水利工程。以招投标和施工阶段为重点,总结了大型水利工程由于设计、工期、施工地点、新建设要求、新增项目、外部原因等对投资造成的影响,介绍了在具体工作中招投标管理、投资计划管理、合同和结算管理、设计变更管理、基本预备费管理等关键环节的投资控制要点。并通过本工程实践,从投资控制角度对项目法人组建和职能发挥、前期工作阶段投资控制、创新投资控制手段等方面提出建议和思考,为类似工程的建设提供参考。The Haihe tide gate reinforcement project is one of the 150 major water conservancy projects in China.Focusing on the bidding and construction stages,the impacts of large-scale water conservancy projects on investment due to design,construction period,construction site,new construction requirements,new projects and external reasons were summarized.And the key investment control points in the specific work process were introduced,including bidding management,investment plan management,contract and settlement management,design change management,and basic reserve fund management,etc.And through the practice of this project,suggestions and reflections were put forward from the perspective of investment control on the establishment and functional performance of project legal persons,investment control in the early stage of work,and innovative investment control methods,providing reference for the construction of similar projects.
