摘 要:大中型水利工程建设征地通常涉及小水电站的处理,随着社会经济的发展以及物权法的不断完善和小水电站权属人维权意识的增强,前期设计阶段小水电站合理的规划设计方案直接制约移民安置工作进度和整个主体工程的建设进度。水利项目现行的征地移民相关行业规范是2009年发布的,规范中对小水电站的规划处理较为笼统,导致规划设计工作难以准确把握。主要采用资产评估中收益法模型,分析梳理了评估过程中各参数取值范围和依据,对影响评估结果的核心参数进行了计算分析,并总结其变化规律,可供类似工程规划设计参考。Small hydropower stations are often involved in the land requisition for large and medium-sized hydropower and water projects.With the development of social economy,as well as the continuous improvement of property law and the increasing awareness of rights protection among small hydropower owners,the reasonable planning and design scheme of small hydropower in the preliminary design stage directly restricts the progress of resettlement work and the construction progress of the whole main project.Considering that the current industrial specifications for land acquisition and migration of water conservancy projects were released in 2009,the planning and treatment of small hydropower in the specifications were relatively general,which made it difficult to accurately grasp the planning and design work.The income method model of asset evaluation was used in this paper.In addition,the range and basis of each parameter during the evaluation process were sorted out,the core parameters that affect the evaluation results were calculated and analyzed,and their change rules were summarized.These can be used as references for the planning and design of similar projects.
