摘　　要：目的:在高质量发展视角下,探讨构建慢病防治体系的有效路径。方法:基于结构-过程-结果(SPO)模型,从宏观上分析在高质量发展视角下构建慢病防治体系的重点与难点。结果:当前,构建慢病防治体系的重点包括整合优质医疗资源,建立供方、需方、政府“三位一体”责任机制,产出高效优质的健康结果;难点在于医疗资源结构失衡,主体责任意识淡薄,激励和考核体系低效。结论:构建高质量慢病防治体系还需持续发力,继续强化政府主导与政策支持,健全医保、医疗、医药、医防、医养“五医联动”机制,建立“结构-过程-结果”质量评价指标体系,强化信息技术赋能。Objective To explore the effective path of constructing a chronic disease prevention and treatment system under the perspective of high-quality development.Methods Under the perspective of high-quality development,based on the Structure-Process-Outcome(SPO)model,the key points,difficulties and paths of building a chronic disease prevention and treatment system were analyzed from a macro perspective.Results The key points of building a chronic disease prevention and treatment system included integrating high-quality medical resources,establishing a"three in one"responsibility mechanism for suppliers,demanders,and governments,and producing efficient and high-quality health outcomes.The difficulties lied in the imbalance in the structure of medical resources,the weak sense of responsibility of the main body,and the inefficiency of incentives and assessment systems.Conclusion To build a high-quality chronic disease prevention and treatment system,it is necessary to continue to strengthen the government's leading role and policy support,improve the mechanism of"five medical linkage"of medical insurance,medical care,medication,medical prevention and medical elderly care,establish a"structure-process-outcome"quality evaluation index system,and strengthen information technology empowerment.
