摘 要:当前,我国基本医疗保险省级统筹的实际推进非常缓慢。调研发现,基本医疗保险省级统筹面临利益博弈、政策“碎片化”、权责利不对称、支出责任分担困难和道德风险等现实困境。对此,需要从建立基金管理制度体系、缩小政策差异、改革经办体制、统一信息系统、推进“三医”协同等方面协同发力。At present,the actual promotion of unified planning for basic medical insurance at the provincial level in China is very slow.The research has found that unified planning for basic medical insurance at the provincial level faced with practical dilemmas,such as interest game,policy fragmentation,asymmetry of rights,responsibility and benefits,difficulties in sharing expenditure responsibilities,and moral hazards.In this regard,it is necessary to make collaborative efforts to establish a fund management system,reduce policy differences,reform the management system,unify the information system,and promote the synergy of medical services,health insurance,and the medicine industry.
