摘　　要：目的:分析上海市基层中医药服务能力现状,提出优化策略。方法:对上海市16个区31个社区卫生服务中心的中医药服务能力进行调查,运用聚类分析法,分析存在的问题。结果:上海市基层中医药服务能力总体较好,但中医药健康管理功能发挥尚不充分,中医药人才队伍总量不足,主要问题差异化明显。结论:针对存在的问题,可从提高健康管理水平、优化人才队伍、激活人员内生动力、制定个性化措施等方面入手,提升基层中医药服务能力。Objective To analyze the current status of primary service capacity of traditional Chinese medicine in Shanghai,and to propose optimization strategies.Methods A survey was conducted on the traditional Chinese medicine service capacity of 31 community health centers in 16 districts of Shanghai,and cluster analysis was applied to analyze the existing problems.Results The overall primary service capacity of traditional Chinese medicine in Shanghai was good,but the health management function of traditional Chinese medicine was not yet sufficiently played.The total number of traditional Chinese medicine talents was insufficient,and the differentiation of the main problems was obvious.Conclusion In view of the existing problems,it is necessary to start from improving the level of health management,optimizing the talent team,activating the personnel's internal motivation,and formulating individualized measures,so as to further enhance primary service capacity of traditional Chinese medicine.
