超设计使用年限压力容器检验问题探讨

摘　　要：2023年,辽宁盘锦“1·15”重大生产安全责任事故调查报告的公布引起特种设备检验及相关领域的人员的关注,该事故造成13死35伤,直接和间接经济损失约8 799万元,此外,大型石化企业超设计使用年限的在用设备即将迎来峰值。在这些数字背后更发人深省的是特种设备检验检测人员该如何更科学、更合规、更有效、更安全地从事检验检测工作。本文通过“中医诊断”理念,结合检验过程中的实际应用案例,对超设计使用年限的压力容器进行全面体检,并提出具有可行性的对“症”药方。The 2023 of the report on the“1·15”fire and explosion accident in Panjin Liaoning province,caused deep thinking among personnel in the field of special equipment inspection and related fields.13 people died and 35 were injured,and the direct and indirect economic losses amounted to nearly 90 million yuan.Besides,large petrochemical enterprises over the design life of the equipment in use is about to usher in the peak.Behind these figures is more thought-provoking special equipment inspection and testing personnel how to more scientific,more compliance,more effective,more safe to engage in inspection and testing.By means of TCM diagnosis and practical cases in the inspection process,this paper makes a comprehensive physical examination of the pressure vessels exceeding the design service life,and puts forward a feasible prescription and medicament.
