摘　　要：电信网络诈骗犯罪是利用被害人的心理特征与被害性,精心设计诈骗话术对被害人进行头脑遥控和心理刺激,使其对预警干预产生“免疫力”,是“心理控制+骗术”的新型诈骗模式。在厘清电信网络诈骗话术心理控制机制的基础上,分析既然被害人的心理特征和被害性,借助大数据技术开展对潜在被害人的预测分析。将心理干预融入被害现象发生的“前、中、后”全过程,循序渐进、精准发力,进而对潜在被害人实施“精准靶向宣传+精准预警劝阻”,切实提升电信网络诈骗犯罪的防范能力,为“中国之治”夯实法治根基。The core of telecom network fraud crime is to make use of the victim’s psychological characteristics and victimization,carefully design fraud words to the victim's mind remote control and psychological stimulation,so that they have“immunity”to early warning intervention,which is a new fraud mode of“psychological control and fraud”.Therefore,On the basis of clarifying the psychological control mechanism of telecom network fraud,this paper analyzes the psychological characteristics and victimization of victims from the perspective of victims,and carries out prediction analysis of potential victims with the help of big data technology.Furthermore,the psychological intervention will be integrated into the whole process of“before,during and after”the victim,we will launching“precise targeted publicity and precise early warning and persuasion”for potential victims,so as to effectively enhance the prevention and control of telecom network fraud crimes,and lay a solid legal foundation for“The Rule of China”.
