再次统制:阎锡山对西北毛织厂的接管与复产(1945~1946)

摘　　要：抗战胜利后,阎锡山政府抢先南京国民政府一步,迅速从日本手中接管了西北毛织厂,并留用了9名日籍职员和11名中国籍职员作为该厂的管理顾问和技术人才。接收之初,阎锡山提出了“先人后物”的策略,对厂内的人事、组织结构进行了安排与调整。除此之外,阎锡山还要求各厂快速复产,于是西北毛织厂通过改进技术和修购机器来解决原料和器材的问题,推动了生产能力的复原与提升。不到一年的时间,该厂的接管与复产工作顺利完成。After the victory of the Anti-JapaneseWar,the Yan Xishan government quickly took over the NorthwestWool weaving Factory from Japan one step ahead of the Nanjing National Government,and retained 9 Japanese and 11 Chinese employees as management consultants and technical personnel.At the beginning of the takeover,YanXishan put forward the strategy of“people before things”and arranged and adjusted the personnel and organizational structure of the factory.In addition,Yan Xishan also asked the factories to resume production quickly,so the NorthwestWoolWeaving Factory solved the problem of raw materials and equipment by improving technology and repairing machinery,and promoted the recovery and promotion of production capacity.In less than a year,the takeover and the production resumption of the factory were successfully completed.
