摘　　要：为解决传统土地违法监测周期长、效率低、响应慢等问题,提出了利用先进监测手段和信息化技术,搭建土地违法监测系统的建设方案。本文根据土地违法监测业务需求,探讨构建了一套全覆盖、全要素、全时段的土地违法空天地一体化的监测模式。通过搭建土地违法监测系统,实现土地违法图斑采集、土地违法图斑管理、土地违法巡查执法管理、监测成果报告编制等功能,从而提高土地执法监察效率和能力,推进自然资源治理体系和治理能力的现代化。In order to solve the problems of long period,low efficiency and slow response of traditional illegal land use monitoring,a construction scheme of illegal land use monitoring system was put forward by using advanced monitoring methods and information technology.According to the business needs of illegal land use monitoring,this paper discusses and constructs a set of"air-spaceground"integrated monitoring mode with full coverage,full elements and full time.Through the establishment of illegal land use monitoring system,the functions of illegal land patch collection,illegal land patch management,illegal land use inspection and law enforcement management and the compilation of monitoring results report are realized,so as to improve the efficiency and ability of illegal land use law enforcement supervision,and promote the modernization of natural resources governance system and governance capacity.
