摘　　要：全球油气市场经历了2021的跌岩起伏后,2022年则进入到了冲突之中。北约持续东扩导致俄乌冲突,美西方全方位制裁与俄罗斯反制裁以及对俄实施的煤炭禁运、石油禁运、海运禁令及潜在的天然气禁运引发全球能源格局深度调整;美国联合澳大利亚、日本和韩国、拉拢东盟、建立印太合作框架;美国迫于国内能源价格高企和欧洲能源供应危机有序放松对委内瑞拉制裁;随着塞内加尔、肯尼亚、安哥拉等多个非洲国家大选,非洲多国政局可能出现动荡·这些冲突和事件本身及其外溢效应将会成为影响当前世界格局的重大变量,造成全球及各地区油气供需和油气价格非线性变化,油气资源流向出现了一些非典型逻辑,使我国石油企业在全球各地开展国际油气合作所面临的风险呈非均质变化。In the national energy supply security and its high quality development requirements,our country oil enterprises overseas business need to continue to carry out the industry layout,business structure and asset structure optimization,need to enhance the profitability of cooperation projects and assets,not only urgent to identify the external risks of the 14th Five-Year Plan and the future longer period,but have the strategy to solve the risks.Based on the distribution of overseas business and business progress of Chinese oil enterprises,this paper puts forward the optimized implementation path of the business operation strategy of the five oil and gas cooperation zones according to the order of risk from low to high.
