摘　　要：乡村振兴背景下,将全过程人民民主的制度优势融入基层社会治理实践,农村基层全过程民主治理是基层民主实践的具体形式,体现出全过程人民民主的真实性和有效性。国家资源下乡为农民提供基本公共服务,外部资源输入的项目化管理方式,脱嵌于基层社会治理过程,影响农民参与性和乡村治理效能提升。资源下乡与基层全过程民主治理实践相结合,以农民生产生活现实需求为中心,通过民主动员的需求表达、民主协商的利益整合、民主决策的需求转化、民主参与的需求回应、民主监督的权责平衡等运行机制,实现资源下乡、基层民主与乡村有效治理的有机统一。资源下乡嵌入农村公共事务治理过程,通过资源下乡和农民动员,激活农村基层全过程人民民主治理体系,为农民群众在创造美好生活中的主体作用发挥提供体制机制保障,是新时代国家资源下乡与乡村治理现代化建设的重要探索方向。In the context of rural revitalization,integrating the institutional advantages of wholeprocess people’s democracy into grassroots social governance practices embodies a specific form of grassroots democratic practice,reflecting the authenticity and effectiveness of whole-process people’s democracy.The project-based management approach of providing basic public services to farmers through national resources going to the countryside and external resource input is detached from the grassroots governance process,affecting farmers’participation and the effectiveness of rural governance.The integration of resource allocation with grassroots whole-process democratic governance focuses on the practical needs of farmers in production and life.It achieves the organic unity of resource allocation,grassroots democracy,and effective rural governance through mechanisms such as the expression of democratic mobilization needs,the integration of democratic consultation interests,the transformation of democratic decision-making needs,the response to democratic participation needs,and the balance of rights and responsibilities in democratic supervision.The integration of resources into rural public affairs governance processes,combined with the mobilization of resources and farmers,activates the people’s democratic governance system at the grassroots level in rural areas,and provides institutional support for farmers to play a central role in creating a better life.This represents a significant exploratory for the modernization of national resources allocation in rural areas and rural governance in the new era.
