摘　　要：全民阅读地方立法既是贯彻落实习近平文化思想的重要内容,也是依法治理全民阅读事业的必然要求,还是推进中国式现代化全民阅读事业高质量发展的重要保障。采用实证研究法,以现行有效的20部全民阅读地方性法规和规章为分析样本,发现其呈现出如下特征:立法名称形式多样、立法空间分布均匀、立法体例结构多元、立法条文由粗转细。上述立法尽管在一定程度上保障了地方全民阅读事业的有序推进,但也存在全民阅读地方立法规范性不强、可操作性较差、地方特色不显著、立法效率欠佳等问题。未来解决全民阅读地方立法的现存问题,应当从提高全民阅读地方立法的规范性、推进全民阅读地方立法的“立改废释”工作、突出全民阅读地方立法的地方特色、加快全民阅读地方立法进度等方面予以完善。Local legislation of national reading is not only a basic requirement for the implementation of Xi Jinping Thought on Culture,but also an inevitable requirement for governing the national reading in accordance with the law,and an important guarantee for promoting the high-quality development of the Chinese modern national reading campaign.Using empirical research method,based on the analysis of 20 local laws and regulations of national reading in force,it is found that they have the following characteristics:various forms of legislative names,uniform distribution of legislative space,diverse legislative structure,and legislative provisions from rough to improved.Although the above legislation has ensured the orderly promotion of the local national reading to a certain extent,there are also problems such as weak standardization,poor operability,insignificant local characteristics,and low legislative efficiency.In order to solve the existing problems of local legislation of national reading in the future,we should improve the standardization of local legislation of national reading,focus on“establishment,amendment,abolition and explanation”,highlight the local characteristics of local legislation of national reading,and accelerate the progress of local legislation of national reading.
