摘　　要：国防科技工业固定资产投资项目建议书编制是依据国家国防科工局固定资产投资项目管理有关规定,在五年期固定资产投资规划指导下,论证建设项目必要性、提出项目初步建设方案、框定项目投资估算的基本形式。新时期,国防科工局聚焦核心能力体系建设立足优化能力布局统筹,对项目前期策划申报提出了新要求。本文根据项目前期管理经验,认真研究固投申报面临形势与政策变化,针对新时期固投项目申报策划、前期论证管理组织进行了研究,以供相关人员参考。The preparation of the fixed assets investment project compile for national defense technology and industry is based on the relevant regulations of National Defense Technology and Industry,under the guidance of its five-year fixed assets investment plan,to demonstrate the necessity,put forward the preliminary construction plan,and determine the basic form.In the new era,the National Defense Technology and Industry has focused on the construction of the core capability system,optimized the overall layout of capabilities,and has put forward new requirements for the early planning and application.Based on the experience of project management in the early stages,this article carefully studies the situation and policy changes faced by the application of fixed investment projects,and conducts planning and research on the organization of project application and early stage demonstration management in the new era,for reference.
