摘　　要：创新是推动企业持续发展的重要力量,能够为企业提供新思维、新方向和新动力。在当今快速变化的市场环境中,强化创新氛围、营造创新生态已成为企业持续发展的关键。本文立足于推动烟草行业高质量发展,着眼于中国烟草总公司战略指引中强调的构建创新能力保障体系,探索烟草行业如何推动创新要素的流动和集聚,从而实现从“要素驱动”向“创新驱动”的转变,以期为行业创新发展提供参考。Innovation is a crucial force driving the sustainable development of enterprises,offering them new ideas,directions,and momentum.In today's rapidly evolving market environment,enhancing the innovation atmosphere and fostering an innovative ecosystem have become vital for the continuous growth of enterprises.This paper,grounded in promoting the high-quality development of the tobacco industry and focusing on the construction of an innovation capability guarantee system emphasized in the strategic guidance of China National Tobacco Corporation,explores how the tobacco industry can facilitate the flow and aggregation of innovation elements,thereby achieving a transformation fromfactor-driventoinnovation-driven.The aim is to provide insights for the innovative development of the industry.
