摘 要:1986年至今两岸区域治理机制互动呈现出四个阶段的不同特点:“大陆一体化统一偏向Vs.台湾吸收统一偏向”时期的单维开启、“大陆一体化统一偏向Vs.台湾独立偏向”时期的多类并行、“大陆一体化统一偏向Vs.台湾不统不独偏向”时期的稳步延展、“大陆一体化统一偏向Vs.台湾独立偏向”时期的现状维持。以“权力结构”为理论视阈,从国家硬权力结构、国家软权力结构、国际硬权力结构、国际软权力结构分析可见,开启与加速两岸区域治理机制互动的权力结构为:国家硬权力结构、国家软权力结构、国际软权力结构三者的和平统一偏向。维系与稳定两岸区域治理机制互动的权力结构为:国家软权力结构与国际软权力结构二者的和平统一偏向。不显著影响两岸区域治理机制互动的权力结构为:国际硬权力结构未有显示统一偏向。由此可证“权力结构影响两岸区域治理机制互动”的假设。就影响力而言,国家权力结构大于国际权力结构,其中,国家硬权力结构是关键前提,国家软权力结构是重要基础。因此,两岸区域治理机制友好互动,需要继续稳定国家软权力结构与国际软权力结构的和平统一偏向,需要推进国家硬权力结构从武力统一偏向转为和平统一偏向,进而促进中国台湾海峡两岸融合发展与中国国家和平统一进程。This article employs“Power Structure”as a theoretical framework to analyze the interactions of regional governance mechanisms across the Taiwan Strait since 1986,focusing on four key dimensions:National Hard Power Structure(NHPS),National Soft Power Structure(NSPS),International Hard Power Structure(IHPS),and International Soft Power Structure(ISPS).The analysis identifies four distinct stages:“unidimensional opening”,characterized by the“Mainland integration unification bias vs.Taiwan absorption unification bias”;“multidomain presence”,during the“Mainland integration unification bias vs.Taiwan independence bias”;“steady extension”,in the context of the“Mainland integration unification bias vs.Taiwan non-unification and non-independence bias”;and“maintaining the present status”,amid the“Mainland integration unification bias vs.Taiwan independence bias”.The findings indicate that the power structures promoting and accelerating interactions of governance mechanisms across the Taiwan Strait are rooted in a peaceful unification bias present in NHPS,NSPS,and ISPS.Therefore,the power structures that help maintain and stabilize these interactions primarily stem from the peaceful unification bias of NSPS and ISPS.Notably,IHPS does not exhibit a significant bias affecting these interactions.Therefore,the research hypothesis that“Power Structure affects interactions of regional governance mechanisms across the Taiwan Strait”is supported,with national power structures exerting a greater influence than international ones;NHPS serves as the key premise while NSPS acts as the essential foundation.This article further explores the degrees and reasons for these interactions,their validity and characteristics,as well as the limitations and strategies for enhancing regional governance mechanisms across the Taiwan Strait through the lens of Power Structure.
