摘　　要：在数字化时代,建立一套有效的数字经济政策体系以推动并构建现代化产业体系对实现我国经济高质量发展至关重要。利用我国207个地级市2013—2019年一整套数字经济政策体系,可运用双重差分法检验数字经济政策对产业结构升级的影响。结果表明,地方政府出台数字经济政策有利于显著推动本地区产业结构向高级化与合理化方向演进。从影响机制看,数字经济政策对产业结构升级的影响主要依赖于数字经济规模扩张效应这一实现机制,而其产业创新效应的潜在机制则缺乏统计意义上的显著性。异质性检验结果表明,不同类别数字经济政策体系对产业结构升级都具有显著的促进作用;此外,数字经济政策的产业结构高级化效应在东、中、西部地区都是显著的,但其产业结构合理化效应仅在东部地区显著。In the digital era,establishing an effective digital economic policy system is crucial for China to build a modern industrial system and achieve high-quality economic development.This article compiles and analyzes a comprehensive set of digital economy policies from 207 prefecture-level cities in China,covering the years 2013 to 2019.It employs a difference-in-differences method to assess the impact of these digital economy policies on the upgrading of industrial structures.The findings indicate that the introduction of digital economy policies significantly promotes the advancement and rationalization of regional industrial structures.In terms of the influencing mechanisms,the impact of digital economy policies on industrial structure upgrading primarily relies on the scale expansion effect of the digital economy,while the potential industrial innovation effect lacks statistical significance.Heterogeneity tests reveal that different types of digital economy policies significantly contribute to the upgrading of industrial structures.Furthermore,the effect of digital economy policies on industrial advancement is notable across the eastern,central,and western regions,whereas the effect on industrial rationalization is significant only in the eastern region.
