公立医院高质量发展背景下“互联网+护理服务”政策文本分析

摘　　要：目的 对“互联网+护理服务”政策进行梳理和量化评价,为政策的制定和完善提供借鉴和参考。方法 采用ROST CM 6.0软件对6项“互联网+护理服务”政策进行文本数据挖掘,构建政策一致性(Policy Modeling Consistency,PMC)指数模型,并运用9个一级变量和43个二级变量对“互联网+护理服务”政策进行量化评价。结果 6项政策中,优秀等级1项,可接受等级5项,PMC指数均值为6.40,总体处于可接受及以上水平,在一级变量X7政策工具(0.95)、X_(1)政策性质(0.92)、X_(9)政策评价(0.83)上评分较高,在X_(8)激励方式(0.63)、X_(2)发布机构(0.58)、X_(5)政策时效(0.25)上评分较低。结论 我国“互联网+护理服务”政策框架构建处于探索阶段,尚有提升空间,建议通过合理规划政策时效、全面落实分工协作、采取多样化激励方式等举措提升“互联网+护理服务”的连续性和规范性,助力公立医院高质量发展。Objective To sort out and quantitatively evaluate the policies of “Internet + Nursing Service”, and provide reference for the formulation and improvement of policies. Methods It uses ROST CM 6.0 software to mine the text data of 6 “Internet + Nursing service” policies, constructs Policy Modeling Consistency(PMC) index model, and uses 9 first-class variables and 43 second-class variables to quantitatively evaluate the “Internet +Nursing service” policies. Results Among the 6 policies, 1 policies were of good grade, 5 policies were of acceptable grade,and the mean value of PMC index was 6.40,which was at the level of qualified or above,with higher scores on the primary variables X_(7) policy tools(0.95), X_(1) policy nature(0.92) and X_(9) policy evaluation(0.83),and lower scores on X_(8) incentive methods(0.63),X_(2) issuing organizations(0.58),and X_(5) policy timeliness(0.25). Conclusion The construction of the policy framework of “Internet + Nursing Service” in China is in the exploratory stage, and there is still room for improvement. It is recommended to improve the continuity and standardization of “Internet + Nursing Service” through rational planning of policy timing, comprehensive implementation of division of labour and coordination,and adoption of diversified incentives,etc.,so as to facilitate the high-quality development of public hospitals.
