摘　　要：在公共安全事件频发的的背景下,文章通过国内外应急管理体系的对比,指出了我国应急管理文化研究存在的问题,提出我国公共图书馆应急管理文化应遵循常态化、规范化、人本化及协同化的建设原则,通过提高社会服务地位、建立多元化的传播体系、培训专业化的应急队伍、形成跨行业协作文化网络,满足多方位应急管理文化的社会需求来构建一个多层次、系统化、规范化的建设体系,以提升读者及民众的安全防范意识,确保公共图书馆的安全稳定运行。Against the backdrop of frequent public safety incidents,the article compares domestic and international emergency management systems and points out the problems in the research of emergency management culture in China.It proposes that the emergency management culture of public libraries in China should follow the principles of normalization,standardization,humanization,and collaboration.By improving the social service status,establishing a diversified communication system,training professional emergency teams,and forming a cross-industry collaborative cultural network,the article suggests meeting the social needs of multi-faceted emergency management culture to build a multi-level,systematic,and standardized construction system.This aims to enhance the safety awareness of readers and the public and ensure the safe and stable operation of public libraries.
