摘 要:在全球气候变暖的大背景下,森林大火巨灾风险越来越高。大火巨灾的应对处置既是世界性难题,也是我国森林草原防灭火战线直接面对和亟待解决的时代使命课题。本文结合近年来国内外发生的森林大火案例,深入分析森林大火巨灾的成因和潜在风险形势,立足我国森林草原防灭火体制机制和森林消防队伍实际,从底线思维、极限思维出发,着眼科学高效救灾、最大程度降低灾害损失,研究提出森林大火巨灾应急处置的基本策略。The risk of catastrophic forest fires is escalating under the background of global climate change.Addressing and managing these large-scale fire disasters is not only a global challenge but also an urgent mission that directly confronts our national forest and grassland fire prevention and control efforts.In this article,recent forest fire incidents both domestically and internationally were combined to conduct an in-depth analysis of the causes and potential risk scenarios associated with catastrophic forest fires.Drawing upon Chinese forest and grassland fire prevention and control system and the practical experiences of forest firefighting teams,multiple basic strategies for emergency response to catastrophic forest fires by taking a bottom-line thinking approach to minimize the disasters impact were proposed in this article.
