摘　　要：船舶国籍登记是船籍港管理的源头,根据我国目前船舶国籍登记及船籍港管理的实际情况,分析了船舶国籍登记年审制度的必要性;并结合船舶检验与船公司安全管理中的做法,提出国内船舶国籍登记年审制度修订的建议,同时建议以此为契机提高船舶国籍登记政务服务质量。Ship nationality registration is the source of ship nationality management.In view of the actual situation of ship nationality registration and ship registry port management in China,this paper analyzes the necessity of the annual review system of ship nationality registration and puts forward proposals on the revision of the annual review system of domestic ship nationality registration based on the practice of ship survey and safety management of shipping companies.It also suggests improving the quality of government services for ship nationality registration taking this opportunity.
