全媒体时代网络意识形态安全治理能力提升的学理思考

摘　　要：党的二十届三中全会进一步强调要在适应全媒体传播中完善意识形态工作责任制,这就对党的网络意识形态安全治理能力提出了全新要求。这一能力是由网络社会话语主导能力、主流媒体系统变革能力、多元主体协同整合能力、舆情风险应对处置能力构成的综合性能力体系。当前,随着传播结构变革和媒体融合步伐加快,全媒体时代悄然到来,网络意识形态生产、传播和管理的风险随之产生新的变化,对中国共产党网络意识形态安全治理能力提出新的要求。在这一过程中,由于传播体系和传播模式的变革,网络意识形态安全治理能力面临挑战,为此,需要做好网络信息供给侧改革、系统推进全媒体传播体系、调动多元主体的治理主动、发挥体制机制的防范功能,以提升网络意识形态安全治理的综合能力。The Third Plenary Session of the 20th CPC Central Committee further emphasized the need to improve the ideological work responsibility system in adapting to the all forms of media communication,which put forward new requirements for the Party s cyber ideological security governance capabilities.These capabilities is a comprehensive capabilities system composed of the discourse leading capability of the cyber society,the control and application capability of communication technology,the coordination and integration capability of multiple subjects,and the capability to deal with public opinion risks.At present,with the reform of communication structure and the acceleration of media integration,the all forms of media era has quietly arrived,and the risks of the production,dissemination and management of Internet ideology have undergone new changes,which puts forward new requirements for the Communist Party of China s Internet ideology security governance capabilities.In this process,due to the reform of the communication system and mode,the Communist Party of China is facing challenges in its capabilities to manage the security of Internet ideology.To this end,it is necessary to do a good job in the reform of the supply side of Internet information,accelerate the implementation of the all forms of media communication project,mobilize the governance initiative of multiple subjects,and give play to the preventive function of the system and mechanism,to eventually enhance the Communist Party of China s cyber ideological security governance comprehensive capabilities.
