摘　　要：新质生产力作为先进生产力的具体体现形式,是摆脱传统经济增长方式、符合高质量发展要求的新型生产力。基础设施领域作为经济发展重要组成部分,盘活其领域存量资产对实现新质生产力、推动经济高质量发展意义重大。基于此,从新质生产力、资源配置优化、供给侧结构性改革和可持续发展等方面阐释了盘活存量资产的理论依据,以资产购置的视角探讨了盘活基础设施存量资产的新路径,阐述了资产购置的内涵,并进行了城市供水设施资产购置案例路线、过程和SWOT分析,结合案例以新质生产力理念给出存量资产购置的建议,以期为盘活基础设施存量资产工作提供有益参考,更好地推动我国经济实现高质量发展。As a concrete form of advanced productive forces,new quality productive forces are new productive forces that eliminate the traditional mode of economic growth and meet the requirements of high-quality development.Infrastructure is an essential part of economic development,and invigorating its stock assets is significant in achieving new quality productive forces and promoting high-quality economic development.Based on this,the theoretical basis of invigorating stock assets was explained from the aspects of new quality productivity,resource allocation optimization,supply-side structural reform and sustainable development,the new path of invigorating infrastructure stock assets from the perspective of asset purchase was probed into,the connotation of asset purchase was expounded and the case route,process and SWOT analysis of urban water supply facility asset purchase were carried on.Combined with the case,some suggestions on the purchase of stock assets based on the concept of new quality productivity are put forward to provide a valuable reference for invigorating the infrastructure stock assets and better promoting the high-quality development of our economy.
