创新政策对产业结构转型升级的影响效应研究——基于国家自主创新示范区的实证分析

摘　　要：基于2004-2019年我国283个城市面板数据,利用双重差分模型评估国家自主创新示范区对产业结构转型升级的影响。研究发现:国家自主创新示范区的设立能够显著促进产业结构高度化和产业结构合理化,从而有效推动产业结构转型升级。在影响机制方面,资源配置效应和技术创新效应可显著促进产业结构高度化,但并未有效推动产业结构合理化,政府支持效应则可以同时推动产业结构高度化和合理化。此外,国家自主创新示范区对于产业结构转型升级的促进作用具有区域异质性。建议进一步发挥国家自主创新示范区在资本、劳动力等要素的外部调节作用,加大技术创新力度和政府支持力度,同时结合区域特点,探索国家自主创新示范区差异化和特色化发展模式。Based on panel data from 283 cities in China from 2004 to 2019,this article uses a progressive double difference model to evaluate the impact of national independent innovation demonstration zones on industrial transformation and upgrading.Research has found that the establishment of national self created zones can significantly promote the upgrading and rationalization of industrial structure,thereby effectively promoting the transformation and upgrading of industrial structure.In terms of impact mechanisms,the effects of resource allocation and technological innovation can significantly promote the upgrading of industrial structure,but they have not effectively promoted the rationalization of industrial structure.The government support effect can simultaneously promote the upgrading and rationalization of industrial structure.In addition,the promoting effect of national self created zones on the transformation and upgrading of industrial structure has obvious regional heterogeneity.Based on the research findings,the article suggests further leveraging the external regulatory role of national self created zones in factors such as capital and labor,increasing technological innovation and government support,and exploring differentiated and distinctive development models of national self created zones based on regional characteristics.
