摘 要:生物药产业是现代化产业体系的细分领域,亟须培育与发展新质生产力。采用文献调研、实地考察和数据分析相结合的方法,对国内外生物药发展历程和现状进行梳理,详细调查武汉市生物药产业的基础条件、创新资源、产品创新动态、代表性企业和产业链布局,进而揭示武汉市生物药产业的内外部挑战。武汉市生物药产业具有独特的地理区位、丰富的科教医疗资源和信息技术优势,在发展过程中面临发展能级不高、产业规模较小、成果转化效率低下以及政策扶持力度不足等问题。从创新链、产业链、人才链、资金链和政策链“五链”协同发展思路提出优化生物药产业要素配置的思考及建议。The biopharmaceutical industry that is a subdivision of the modern industrial system urgently requires cultivation and development of new quality productivty.This article reviews the development history and current status of biopharmaceutical industry both domestically and abroad.It meticulously examines the foundational conditions,innovation resources,product innovation dynamics,representative enterprises and industrial chain configurations within Wuhan’s biopharmaceutical sector,employing a methodology that integrates literature research,field investigations,and data analysis.Consequently,it illuminates the internal and external challenges confronting Wuhan's biopharmaceutical industry.Wuhan boasts a unique geographical location,abundant educational,scientific,and medical resources,along with strengths in information technology.Nonetheless,in its developmental course,the city encounters issues such as a low level of development capacity,small industrial scale,inefficient technology transfer,and inadequate policy support.Drawing upon the conceptual framework of“Five Chains”-innovation chain,industrial chain,talent chain,capital chain,and policy chain-the article proposes considerations and recommendations for optimizing the allocation of industrial elements.This approach aims to enhance the development capacity of biopharmaceutical industry,thereby furnishing strategic insights and guidelines for its ascension.
