档案工作数字化转型的驱动因素和推进路径探析——基于TOED理论框架

摘　　要：在国家数字化转型战略和现代化国家治理体系建设的背景下,档案工作数字化转型将是推进档案治理体系和治理能力现代化的必由之路。基于TOE理论框架构建包含技术、组织、环境、数据等四要素的TOED理论分析框架,深入探究各要素对档案工作数字化转型的驱动作用:技术是转型的推进动力、组织是转型的重要基础、社会和政策环境是转型的条件保障、数据是转型的支撑关键,进而提出档案工作数字化转型的推进路径:不断提高档案部门的技术应用能力、主体协同能力、统筹规划能力、开放共享能力,以促进档案事业高质量发展。In the context of the national digital transformation strategy and the construction of a modernized national governance system,the digital transformation of archival work will be a necessary way to promote the modernization of the archival governance system and governance capacity.Based on the TOE theoretical framework,we construct the TOED theoretical analysis framework which contains four elements,such as technology,organization,environment and data,and explore in depth the driving role of each element on the digital transformation of archives:technology is the driving force of transformation,organization is the important foundation of transformation,the social and policy environment is the condition guarantee of transformation,and data is the key to support the transformation,and then put forward the path to promote the digital transformation of archives The path of digital transformation of archive work is then proposed:to continuously improve the technical application ability,subject synergy ability,integrated planning ability and open sharing ability of the archive sector,so as to promote the high-quality development of archives profession.
