摘　　要：工商业在国民经济发展中具有举足轻重的作用。1949年中华人民共和国成立之后,党和国家工作重心开始转向经济恢复与建设,而合理有序地调整工商业则是初期经济工作的核心。中央人民政府全面贯彻“公私兼顾”“劳资两利”的经济建设总方针,基于各省市不同地情、各种经济成分并存局面,地方政府在具体落实执行时采取不同手段灵活地开展调整工作,以发展生产、繁荣经济。江南汽车公司系国民党大官僚张静江于20世纪30年代出资创办的私营企业,亦是解放前南京市最重要的市区公共交通公司之一。由于该公司的特殊性质与发展背景,南京市军管会与人民政府先后采取代管与公私合营的改造方式,使之变成人民的企业,服务于共和国建设事业。Industry and commerce play an important role in the development of national economy.After the founding ceremony of the People’s Republic of China of 1949,the focus of the Party and the state began to turn to economic recovery and construction,and the rational and orderly adjustment of industry and commerce was the core of the initial economic work.The Central People’s government had fully implemented the general policy of“Giving dueconsideration to both public and private interests”and“Benefiting both labor and capital”in economic construction,the local government adopted different means to carry out the adjustment flexibly in order to develop the production and prosperity of the economy.Jiangnan Automobile Company,a private enterprisefounded in the 1930s by Zhang Jingjiang,a Kuomintang bureaucrat,was one of the most important urban public transport companies in pre-liberation Nanjing.Due to the special nature and development background of the company,the Nanjing Military Commission and the People’s Government adopted the transformation methods of escrowd-management and public-private partnership to transform it into a People’s enterprise to serve the construction of the Republic.
