摘  要:本文探讨了上海市存量工业用地在新兴产业快速发展背景下的转型再开发问题,分析了当前上海存量工业用地现状、政策背景、开发模式及其对转型开发的影响。文章首先梳理了上海工业用地的空间利用情况和发展趋势,明确了存量工业用地再开发的必要性与紧迫性。并通过浦东某工业用地的案例分析,详细剖释了地块基本情况、业主方转型开发需求、地块转型开发关键问题、项目开发经济可行性和策划总结。通过案例归纳,进一步对上海存量工业用地转型过程中的难点进行分析,包括经济因素影响、产业导入资源少和利益平衡困难,并提出了对策建议,如丰富多元化融资路径、强监管与弱约束的分类施策引导、聚集产业资源和搭建专项交易撮合平台等。This paper explores the issue of transformation and redevelopment of existing industrial land in Shanghai under the background of rapid development of emerging industries in the comprehensive innovation stage.It analyzes the current situation of Shanghai’s existing industrial land,policy background,development models,and their impact on transformation development.The paper first reviews the current status and development trends of Shanghai’s industrial land,clarifying the necessity and urgency of the redevelopment of existing industrial land.Secondly,through a case study of an industrial land in Pudong,it analyzes in detail the basic situation of the plot,the owner’s demand for transformation and development,key issues in the transformation and development of the plot,the economic feasibility of project development,and the summary of planning.Summarizing the findings through the case study,the paper further analyzes the difficulties in the transformation process of Shanghai’s existing industrial land,including the impact of economic factors,the scarcity of industrial resource introduction,and the difficulty of balancing interests,and proposes countermeasures and suggestions,such as enriching diversified financing paths,guiding with strong supervision and weak constraints through classified policies,gathering industrial resources,and building a special transaction matching platform.
