产业用地更新与新质生产力发展:浙江“亩产论英雄”的理论逻辑与实践逻辑

摘　　要：面对资源和环境要素的瓶颈制约,促进经济转型升级与可持续发展日益受到关注和重视。本文以浙江“亩产论英雄”这一地方实践为例,研究探讨了产业用地更新影响新质生产力发展的内在逻辑。研究结果表明:浙江“亩产论英雄”的核心动力在于创新,通过技术创新能够促进新质生产力形成与经济高质量发展;释放市场“无形之手”,善用政府“有形之手”,二者有机结合,共同推动着新质生产力发展;通过建设并完善企业综合评价大数据平台,同时引进高端制造业和现代服务业,为新质生产力形成提供实体支撑;主张以最小的资源环境消耗取得最大的发展效益,实现可持续发展。通过实施产业用地更新策略,为新质生产力发展注入新动力。In the face of the bottleneck of resources and environmental factors,promoting economic transformation and upgrading and sustainable development has received increasing attention and attention.This paper takes the local practice of“the acreage theory of heroism”in Zhejiang as an example to study the internal logic of industrial land renewal affecting the development of new quality productivity.The results show that innovation is the core driving force of“the acreage theory of heroism”in Zhejiang province,and technological innovation can promote the formation of new quality productivity and high-quality economic development;Releasing the“invisible hand”of the market and making good use of the“visible hand”of the government,the two organic combination,and jointly promote the development of new quality productivity;Through the construction and improvement of enterprise comprehensive evaluation big data platform,while introducing high-end manufacturing and modern service industry,to provide solid support for the formation of new quality productivity;It is advocated to achieve maximum development benefits with minimum resource and environment consumption and realize sustainable development.Through the implementation of industrial land renewal strategy,inject new impetus into the development of new quality productivity.
