国家“双区”战略背景下江西对接融入粤港澳大湾区的机遇与对策

摘　　要：党的十八大以来,以习近平同志为核心的党中央对粤港澳大湾区建设提出了一系列新论断、新目标、新要求,明确将粤港澳大湾区建设成为富有活力的国际一流湾区和世界级城市群。这一战略举措对江西赣州对接粤港澳大湾区,加快经济现代化建设、打造全国构建新发展格局重要战略节点具有重要示范作用。粤港澳大湾区建设将畅通对外综合运输通道、辐射带动环泛珠三角、打造国际金融枢纽、加快产业梯度转移、打造国际科技创新中心、打造巨大消费市场,为江西带来新的机遇。同时为赣州带来了产业辐射、金融辐射、科技创新辐射、消费辐射和交通辐射。据此,江西应积极对接融入粤港澳大湾区,加大赣州承接产业转移力度,构建粤赣产业协作示范区;构建粤赣金融合作平台,推动“三南”园区一体化发展;加强科研创新能力,推进粤赣科技创新常态化合作;提升赣州国际陆港能级,加快江西融入“轨道上的大湾区”;打造粤港澳大湾区后花园,加快江西融入“大湾区两小时旅游圈”。This strategic measure plays an important demonstration role in connecting Ganzhou in Jiangxi with the Guangdong-Hong Kong-Macao Greater Bay Area,accelerating economic modernization and building an important strategic node for the country to build a new development pattern.The construction of the Guangdong-Hong Kong-Macao Greater Bay Area will unblock the external comprehensive transportation corridor,radiate the Pan-Pearl River Delta,build an international financial hub,accelerate the transfer of industrial gradients,build an international science and technology innovation center,and create a huge consumer market,bringing new opportunities to Jiangxi.At the same time,it has brought industrial radiation,financial radiation,technological innovation radiation,consumption radiation and traffic radiation to Ganzhou.Accordingly,Jiangxi should actively integrate into the Guangdong-Hong Kong-Macao Greater Bay Area,increase Ganzhou's efforts to undertake industrial transfer,and build a demonstration area for industrial cooperation between Guangdong and Jiangxi;build a Guangdong-Jiangxi financial cooperation platform to promote the integrated development of the"three south"park;strengthen the ability of scientific research and innovation,and promote the normalization of scientific and technological innovation cooperation between Guangdong and Jiangxi;improve the energy level of Ganzhou international dry port and accelerate Jiangxi's integration into the'Greater Bay Area on track';To build the back garden of the Guangdong-Hong Kong-Macao Greater Bay Area and accelerate the integration of Jiangxi into the'two-hour tourism circle of the Greater Bay Area'.
