摘　　要：莫迪执政十年来,坚持把边界问题视为实现其国际和国内战略目标的政策工具。为在大国博弈中塑造有利态势,在国内政治斗争中转移矛盾,在现实主义外交转型中谋取利益,在军事斗争中占据先机,莫迪政府在中印边界问题上采取攻势。这既是基于印度国家利益的战略选择,又蕴含着其独特的认知逻辑,本质上受到印度婆罗门主义、曼荼罗思维、受害者心态、英殖民继承者身份和零和博弈等多重因素影响。当前,莫迪已开启第三任期,其在对华边界政策上继续维持“强硬+稳控”基调的可能性较大,并将助推边界争端影响外溢、借助外部势力对华施压,不断升级争控手段,未来中印边境地区的管控仍将面临较大挑战。Guan Peifengand Zhang Hanrui Since the Modi government came into power,it has insisted on using the border issue as a policy tool to achieve its international and domestic strategic goals.In order to shape a favorable situation in the game of major countries,shift contradictions in domestic political struggles,seek benefits in the transformation of realist diplomacy,and gain an advantage in military struggles,the Modi government has taken an aggressive offensive on the China-India border issue.This is both a strategic choice based on national interests and contains a unique cognitive logic,which is influenced by multiple factors such as Brahmanism,mandala thinking,victim mentality,identity as a British colonial successor,and the zero-sum game.As Modi embarks on his third term,it is highly possible that he will continue to maintain the tone of"toughness and stability"in his border policy towards China.This will further promote the spillover effects of the border dispute,exert pressure on China through external forces,and constantly escalate the means of dispute control.Therefore,the management and control of the China-India border areas in the future will face significant challenges.
