滑县“十三五”结核病防治规划实施效果评价分析

摘　　要：目的评价《滑县“十三五”结核病防治规划(2016-2020年)》(以下简称《规划》)实施效果,为政府部门制订中远期防治规划提供参考。方法按照《河南省“十三五”结核病防治规划终期评估方案》中县级评估细则的要求,评估《规划》实施的结果,分析主要指标完成情况。结果滑县“十三五”期间累计投入结核病防治经费235.78万元,对肺结核患者免费提供抗结核药品,结防机构累计登记并减免费治疗肺结核患者2710例。至规划终期(2020年),报告发病率下降到42.9/10万,报告肺结核患者和疑似肺结核患者的总体到位率为98.74%,病原学阳性肺结核患者的密切接触者筛查率为99.37%,基层医疗卫生机构肺结核患者规范管理率为99.76%,同期肺结核患者成功治疗率为94.72%。结论滑县“十三五”结核病防治规划实施效果显著,肺结核报告发病率逐年下降,基本实现了《规划》既定目标,但仍要加大县级财政投入,加强防治队伍人才建设,不断巩固完善结核病防治服务体系和医疗保障制度,提升防治服务能力,加强流动人口、老年人、糖尿病患者、学生等重点人群防治工作,推动全县结核病防治工作的长远可持续发展。Objective This study evaluated the implementation effects of the“13th Five-Year Plan”tuberculosis(TB)prevention and control plan(2016-2020)in Huaxian County,to provide a reference for the government to formulate moderate-and long-term prevention and control plans.Methods According to the requirements of the detailed rules for county level evaluation in the Final Evaluation Plan of the Tuberculosis Prevention and Control Plan of the 13th Five-Year Plan for Henan Province,the results of the implementation were evaluated,and achievement of the main indicators was analyzed.Results During the“13th Five-Year Plan”period in Huaxian County,a total of 2.3578 million yuan was invested in TB prevention and control,and free antituberculosis drugs were provided to patients with TB.The TB prevention institutions registered and reduced the free treatment of 2710 cases of patients with TB.By the end of the planning period(2020),the reported incidence rate decreased to 42.9/100000,the overall arrival rate of reported patients with TB or suspected TB was 98.74%,the screening rate of close contacts of patients with pathogen positive TB was 99.37%,the standardized management rate of patients with TB in grass-roots medical and health institutions was 99.76%,and the successful treatment rate of patients with TB in the same period was 94.72%.Conclusion The implementation of the“13th Five-Year Plan”tuberculosis prevention and control plan in Huaxian County has achieved remarkable results.The reported incidence rate of pulmonary TB has decreased each year,and the set goals of the Plan have essentially been achieved.However,further measures are necessary to increase financial investment at the county level;strengthen the development of prevention and treatment team talents;continually consolidate and improve the TB prevention and treatment service system and medical security system;enhance prevention and treatment service capacity;strengthen prevention and treatment among key groups,such as migrant populations,older people,peo
