摘　　要：目的:探究基于传染病防控视域的卫生应急管理政府干预权的优化配置。方法:对传染病防控视域下我国卫生应急管理政府干预权的变化过程进行梳理,以2019年新冠疫情为例,探讨传染病防控过程中,政府卫生应急管理干预的实践与经验。结论:尚未健全的法律法规体系、待提升的公共卫生管理水平和亟需强化的综合管理能力容易导致应对突发公共卫生事件危机下政府管理混乱,进而导致面对重大突发公共卫生紧急事件应对能力较弱。建议:一是完善公共卫生应急管理法律法规体系,将突发公共卫生紧急事件应急管理的全过程通过法定形式与程序平衡各方综合统筹;二是强化政府在公共卫生管理中的责任,提高政府公共卫生管理效能的同时,消除因政府专责可能产生的弊端;三是完善以公共卫生保障体系为支撑,以公共卫生源头治疗为方针的符合中国国情的综合应急管理机构体系。Objective To explore the optimization of government intervention rights in health emergency management from the perspective of infectious disease prevention and control.Methods The changes in government intervention rights in health emergency management were reviewed from the perspective of infectious disease prevention and control in China.Taking the COVID-19 pandemic in 2019 as an example,the practices and experiences of government health emergency management interventions during infectious disease prevention and control were examined.Conclusion Underdeveloped legal and regulatory system,unimproved public health management,and the comprehensive management capabilities urgently need to be strengthened can lead to chaotic government management in response to public health emergencies,which will result in weak response capabilities to major public health emergencies.Recommendations It is suggested to improve the legal and regulatory system for public health emergency management,balance the comprehensive coordination through statutory forms and procedures throughout the entire process of emergency management for public health emergencies,strengthen the governments responsibility in public health management,enhance the effectiveness of government public health management while eliminating potential drawbacks of government specialization,establish a comprehensive emergency management institutional system that supports public health security,based on the principle of treating the sources of public health issues.
