民生财政支出偏向与居民幸福感提升:基于空间溢出效应的实证检验

摘　　要：居民幸福感是社会发展、民生改善以及政府治理的综合体现,民生财政支出是提升居民幸福感的重要途径。文章利用熵权法对2006-2021年中国282个地级及以上城市的居民幸福感进行测算,从空间溢出的视角探讨了民生财政支出对居民幸福感的影响,并进一步研究了其作用机制及异质性。实证研究发现:第一,民生财政支出对居民幸福感的影响存在地区异质性,民生财政对东部地区居民幸福感具有更显著的提升作用;第二,民生财政支出对居民幸福感的影响存在空间相关性,民生财政支出不仅能提高本地居民幸福感,而且对提升周边城市居民幸福感具有显著的正向空间溢出效应;第三,在不同幸福度分位数下,民生财政支出对居民幸福感的影响存在差异,各分项民生财政支出对不同幸福水平地区的居民幸福感影响程度各不相同。Residents’happiness is a comprehensive reflection of the social development,the improvement of people’s livelihood and the government governance,and people’s livelihood fiscal expenditure is an important way to improve residents’happiness.In this paper,the entropy weight method is used to measure the happiness of residents in 282 cities at or above the prefecture level in China from 2006 to 2021,the impact of people’s livelihood fiscal expenditure on residents’happiness is discussed from the perspective of spatial spillover,and its mechanism and heterogeneity are further studied.It is found that,firstly,there is regional heterogeneity in the impact of people’s livelihood fiscal expenditure on residents’happiness,and the efficiency of people’s livelihood fiscal expenditure is higher in the eastern region;secondly,the impact of people’s livelihood fiscal expenditure on residents’happiness is spatially correlated,and the people’s livelihood fiscal expenditure can not only improve the happiness of local residents,but also has a significant positive spatial spillover effect on the happiness of residents in surrounding cities;thirdly,under different quantiles of happiness,the impact of people’s livelihood fiscal expenditure on residents’happiness is heterogeneous,and the impact of each sub-item of people’s livelihood fiscal expenditure on the happiness of residents in regions with different levels of happiness is different.
