摘　　要：可行性研究报告在政府投资项目的科学决策中发挥着至关重要的作用,其质量与政府在投资决策中所体现的专业水平与科学性密切相关。为提升政府投资建设项目可行性研究报告的整体质量,进而改善目前报告良莠不齐的现象,依托于政府投资建设项目可行性研究所遵循的客观规律和具体要求,深入分析了该报告在政府投资项目中所面临的多种问题及其潜在成因,着重探讨了影响报告质量的各类因素,并通过对这些问题的系统性研究,识别出导致报告质量参差不齐的根本原因。基于这些分析结果,提出了一系列切实可行的合理化措施,以有效控制和提升可行性研究报告的质量。这些措施不仅为改善政府投资项目的可行性研究报告提供了理论支持,同时也为相关实践提供了有益的参考,旨在充分发挥可行性研究在政府投资项目中的关键作用。The feasibility study report plays a crucial role in the scientific decision-making of government investment projects,and its quality is closely related to the professional level and scientificity reflected by the government in investment decisions.Therefore,this article aims to improve the overall quality of feasibility study reports for government investment and construction projects,and thus improve the current phenomenon of mixed quality reports.Based on the objective laws and specific requirements followed by the feasibility study of government investment construction projects,this report deeply analyzes the various problems and potential causes faced in government investment projects,focuses on exploring various factors that affect the quality of the report,and through systematic research on these issues,identifies the fundamental reasons for the uneven quality of the report.Based on these analysis results,a series of practical and feasible rationalization measures have been proposed to effectively control and improve the quality of feasibility study reports.These measures not only provide theoretical support for improving the feasibility study reports of government investment projects,but also provide useful references for related practices,aiming to fully leverage the key role of feasibility studies in government investment projects.
