摘　　要：在全球气候变暖的环境压力下,中国提出了要在2030年前实现碳达峰,2060年前实现碳中和的目标。在此背景下,以提升环境信息透明度的《环境空气质量标准(2012)》为准自然实验,建立多期DID模型考察新标准的环境信息公开与地区碳排放之间的关系。研究结果表明,新标准的环境信息公开能显著降低地区碳排放水平,这一结论在经过平行趋势检验、安慰剂检验、Goodman-Bacon分解、模型平均化、排除其他政策影响、工具变量法和更换被解释变量等一系列稳健性检验后依然稳健。此外,异质性结果说明,在由年龄偏大的行政人员管辖,人口素质高,金融发展水平高的地区,环境信息公开的碳减排效应更加显著。最后,调节效应结果显示政府治理意愿和干预能力越强时环境信息公开的碳减排效应越强。Under the environmental pressure of global warming,China has proposed the goal of achieving carbon peak by 2030 and carbon neutrality by 2060.In this context,a staggered DID model was established to examine the relationship between environmental information disclosure of the new standard and regional carbon emissions,using the Ambient Air Quality Standards(2012)as a quasi-natural experiment,which enhances the transparency of environmental information.The research results show that the environmental information disclosure of the new standard can significantly reduce the level of regional carbon emissions.This conclusion is still robust after a series of robustness tests such as parallel trend test,placebo test,Goodman-Bacon decomposition,model averaging,exclusion of other policy impacts,instrumental variables estimation method and replacement of explained variables.In addition,this article also found that there is heterogeneity in the impact of environmental information disclosure on regional carbon emissions.In areas under the jurisdiction of older officials,with high population quality and financial development level,the carbon emission reduction effect of environmental information disclosure is more significant.Finally,the moderation effect results shows that the stronger the government’s governance willingness and intervention ability,the stronger the carbon reduction effect of environmental information disclosure.
