协商式监督:人民政协民主监督的责任逻辑、制度体系与实践路径

摘　　要：协商式监督是对人民政协民主监督的概念凝练与理论回应,具有责任政治的内在逻辑和较为稳定的制度框架,并通过责任政治建设推进国家治理现代化。人民政协在长期实践中积累形成了相应的责任监督传统,协商式监督具有社会主义协商民主的内在特质,在责任关系与民主程序中发挥着关键作用,监督责任对现代民主具有重要价值。对于责任型协商民主监督体系而言,人民政协不但是执政党与参政党互相监督的责任本位型制度平台,而且也是民主监督的责任驱动型专门协商机构,在以人民为中心的责任导向型监督体系中发挥着基础性作用。因此,要在协商式监督中合理认识权责结构,不断精准优化监督职责的匹配,创新完善民主程序的究责机制,实现责任政治与协商政治的理论融贯与形态耦合,保障协商治理与协商监督的责任落实。Consultative supervision is a condensed concept and theoretical perspective of the democratic supervision of the Chinese People's Political Consultative Conference,which has the inherent meaning of responsible politics and a relatively stable institutional framework,and promotes the modernization of national governance through the construction of responsible politics.The Chinese People's Political Consultative Conference has accumulated and formed a corresponding tradition of responsible supervision over a long period of practice,and consultative supervision,with its inherent qualities of socialist consultative democracy,plays a key role in the relationship of responsibility and democratic procedures.Supervisory responsibility has important value for modern democracy,and the Chinese People's Political Consultative Conference has also accumulated and formed a corresponding tradition of responsible governance in long-term practice.For the responsibility based consultation and democratic supervision system,the Chinese People's Political Consultative Conference is a responsibility based institutional platform for mutual supervision between the ruling party and participating parties,as well as a responsibility driven specialized consultation institution in democratic supervision,playing a fundamental role in the people-centered responsibility oriented supervision system.The order guarantee and functional promotion of consultative governance rely on a reasonable understanding of the structure of political power and responsibilities,precise optimization of responsibility definition,innovation and improvement of accountability mechanisms in consultative supervision,and thus achieve the theoretical integration and coupling of responsibility politics and consultative politics,mutual support and coordinated development.
