摘　　要：新质生产力是创新起主导作用,具有高技术、高效能、高质量特征,符合新发展理念的先进生产力质态。发展新质生产力不仅需要“有效市场”,还需要“有为政府”,要求各级政府在公共政策制定、公共服务供给、市场经济干预和市场秩序维护等方面发挥积极作用。同时,新质生产力的发展能够推动政府治理体系、治理理念、治理方式和治理工具的优化与革新。相比传统的经济增长方式及其对应的“全能型政府”形态,与因地制宜发展新质生产力相适应的“有为政府”要求各级政府以更加科学系统的公共政策制定、更加全面优质的公共服务供给、更加及时有效的市场干预和更加稳定透明的市场秩序为目标推动政府角色变革,不断解放和发展新质生产力。New quality productive forces driven by innovations are advanced productive forces characterized by high technology,high performance and high quality,and in line with the new development philosophy.The development of new quality productive forces requires not only an"efficient market",but also an"effective government",which needs governments at all levels to play an active role in public policy making,public service provision,market economy intervention,market order maintenance and so on.At the same time,the development of new quality productive forces can promote the optimization and innovation of the governments'governance system,philosophy,mode and tools.Compared with the traditional economic growth mode and its corresponding"omnipotent government","effective government",which is compatible with the development of new quality productive forces according to local conditions,requires governments at all levels to formulate public policies in a more scientific and systematic way,provide more comprehensive and high-quality public services,intervene in the market in a more timely and effective way,and maintain stable and transparent market order,so as to continuously unleash and develop new quality productive forces.
