摘　　要：情感计算是以算法为核心,以人的情感特征为学习对象,旨在感知、识别、理解、模仿以及影响人的情感状态,是强人工智能的彰显。情感计算为数字社会治理的价值重塑创设了互动环境,表现为场景可视化、问题精准化、工具智慧化和治理动态化。冷冰冰的技术文明难以介入复杂的情感世界,这种矛盾带来的张力使数字社会治理面临一系列风险,如模糊道德标准判断、公众隐私泄露、治理目标偏差以及智能官僚主义。推动情感计算“向上向善”发展,要求厘清人机情感交互的伦理逻辑,完善情感信息运用的法律法规,聚焦情感计算应用的技术定位,积极培育情感计算的技术素养,以“技术善治”引领数字社会治理体系和治理能力现代化。Affective computing is the manifestation of strong artificial intelligence(AI),which is centered on algorithms and takes human emotional characteristics as the learning object,aiming to perceive,recognize,understand,imitate and influence human emotional states.Affective computing creates an interactive environment for the value reshaping of digital social governance,which is manifested in the visualized scenes,precise problems,intelligent tools and dynamic governance.It is difficult for the cold technical civilization to intervene in the complex emotional world,and the tension brought by this contradiction makes digital social governance face a series of risks,such as ambiguous moral standard,public privacy leakage,deviation of governance goals and intelligent bureaucracy.To promote the "upward to good" development of affective computing,it is necessary to clarify the ethical logic of human-computer emotional interaction,improve the laws and regulations on the use of emotional information,focus on the technological positioning of affective computing applications,actively cultivate the technical literacy of affective computing,and lead the modernization of digital social governance system and governance capacity with "good governance of technology".
