竞合视角下的档案产业联盟治理:理论分析与实践路径

摘　　要：“十四五”时期,档案产业联盟作为增强档案企业合作和推动档案产业发展的重要组织而备受关注。然而,企业合作中的恶性竞争与“合而不为”时有发生,阻碍联盟优势发挥,不利于可持续发展。文章从产业联盟竞合性组织本质出发,认为竞合关系治理是档案产业联盟成功的关键,并从环境层、核心层、基础层三个层次提出档案产业联盟治理路径:以完善档案产业政策体系、引导档案产业升级、培育本土档案产业构建宏观竞合秩序;以组织体系、制度体系、文化建设完善联盟核心机制;以竞合动机与竞合行动培育提升成员竞争合作能力。Since the inception of"14th Five-Year Plan",the archival industry alliance has attracted much attention as an important organization of enhancing the cooperation among archival enterprises and promoting the development of archival industry.However,vicious competition and"alliance without action"often occur during the cooperation between enterprises,which hinders the alliance's advantages,and this is against its sustainable development.This paper starts from the essence of the co-opetition organization of the industrial alliance,considers that the co-opetition relationship governance is the key to the success of archival industry alliance,and puts forward the governance path of archival industry alliance from three levels:environmental,core,and foundational level,namely building a macro co-opetition order by improving the policy system of the archival industry,guiding the upgrading of the archival industry,and cultivating the local archival industry;building the core mechanism of the alliance by establishing an organizational system,an institutional system,and promoting cultural development;enhancing members'co-opetition ability through the cultivation of co-opetition motivation and co-opetition actions.
