摘 要:舟山是典型的海岛旅游城市,随着舟山旅游业的快速发展,并受节假日高速公路免费通行政策的影响,舟山旅游高峰期交通拥堵已呈现常态化。通过分析高峰期交通特性,发现主要存在交通出行潮汐现象明显、瓶颈路段及节点拥堵叠加效应显著、信息服务引导不够、定量化交通组织不足等问题。从增加交通供给,挖掘现有交通设施能力,优化道路分流、旅客集疏散及拥堵节点交通组织,完善管理机制等方面,提出旅游高峰期交通组织优化方案,以缓解交通拥堵,为类似海岛城市高峰期应急交通组织提供借鉴。Zhoushan is a typical island tourism city.With the rapid development of tourism industry in Zhoushan and the influence of the toll free policy of expressways during holidays,the traffic congestion during the tourist peak in Zhoushan has become normal.By analyzing the traffic characteristics during peak periods,the main problems are the obvious traffic tide phenomenon,significant overlapping effect of bottleneck sections and node congestion,insufficient information service guidance,insufficient quantified traffic organization,etc.The optimization scheme of traffic organization during the tourist peak is proposed from the aspects of increasing traffic supply,exploring the capacity of existing traffic facilities,optimizing the road diversion,formulating the traffic organization for passenger gathering,distribution and congestion nodes,and perfecting the management mechanism in order to ease traffic congestion,which provides reference for emergency traffic organization of similar island cities during peak.
