基于低效用地的创新创业载体布局机制与规划策略研究——以广州市为例

摘　　要：低效用地再开发为创新空间建设提供了新的契机,在低效用地布局创新创业载体有利于优化城市空间和促进创新创业高质量发展。文章基于负二项回归模型、地理加权回归模型,分析低效用地中创新创业载体布局机制,识别低效用地中创新创业载体的微区位模式,支撑基于低效用地再开发的创新创业载体布局规划。研究发现:①低效用地为创新创业载体提供重要的空间支撑,低效用地中的载体有空间集聚特征;②创新创业载体趋向于分布在批发市场、高等院校和科研院所及商务中心周边的低效用地,交通、金融、生活配套和用地规模也是影响低效用地中创新创业载体布局的因素;③创新创业载体形成产业集群、商务中心、技术密集型微区位模式,应采取差异化的改造策略以促进创新创业载体的合理规划布局。The redevelopment of inefficient land provides a new opportunity for the construction of innovation space.Based on the layout of inefficient land,it is conducive for the innovation and entrepreneurship carriers to optimize the urban space and promote the high-quality development of innovation and entrepreneurship.Based on the negative binomial regression model and the geographical weighted regression model,this paper analyzes the distribution mechanism of innovation and entrepreneurship carriers in inefficient land,identifies the micro-location model of innovation and entrepreneurship carriers in inefficient land,and supports the layout planning of innovation and entrepreneurship carriers based on the redevelopment of inefficient land.It is found that①lowefficiency land provides important spatial support for innovation and entrepreneurship carriers,and carriers in low-efficiency land have spatial agglomeration characteristics.②Innovation and entrepreneurship carriers tend to be distributed in inefficient land around wholesale markets,universities,research institutes and business centers.Transportation,finance,living facilities and land scale are also factors that affect the distribution of innovation and entrepreneurship carriers in inefficient land.③Innovation and entrepreneurship carriers form industrial clusters,business centers and technology-intensive micro-location models,and differentiated transformation strategies should be adopted to promote the rational planning and layout of innovation and entrepreneurship carriers.
