摘 要:目前,生态环境分区管控成果已经划定完成,其成果如何落地应用还处于探索阶段。生态环境准入清单是管理部门落实空间环境管控和准入的直接依据。本研究以生态环境准入清单为抓手,构建了基于卫星遥感的生态环境分区管控监测技术方法,实现新增或规模扩大生产建设活动与准入清单的符合性分析,并在黄河流域某段进行了实证应用。研究成果不仅能够为生态环境分区管控提供数据基础和技术支持,更能为持续提升生态环境质量、优化空间发展布局和促进高质量发展提供有力支撑和保障。At present,the results of ecological environment zoning control have been delineated,and the implementation and application of these results are still in the exploratory stage.The ecological environment access list is the direct basis for management departments to implement spatial environment control and access.This study takes the ecological environment access list as the starting point and constructs a satellite remote sensing based ecological environment zoning control and monitoring technology method.It realizes the conformity analysis between new or expanded production construction activities and the ecological environment access list,and has been empirically applied in a certain section of the Yellow River Basin.The research results can not only provide data foundation and technical support for ecological environment zoning management control,but also provide strong support and guarantee for continuous improvement of ecological environment quality,optimization of spatial development layout,and promotion of high-quality development.
