摘 要:饮用水安全关系着人民身体健康和社会稳定,建设更为安全的水源地是新时期水源地保护工作的重点发展方向。基于水源地安全的定义,结合CiteSpace进行文献计量分析,探究当前水源地安全研究的热点趋势,提出涵盖供水安全、水质安全、风险与应急、管理安全4个方面的评估框架;通过对关键文献指标频次分析和筛选补充,确定包含14个指标的评估体系。采用改进的AHP-CRITIC权重法进行主客观组合赋权,消除单一赋权的主观性。该评估体系体现了水源地安全的综合性和完备性,解决了评估侧重于水质等某一方面的单一性问题,可较好地诊断出水源地存在的不安全因素。以板桥水库为例进行验证,结果表明:板桥水库安全评估结果为90.78分,处于安全水平(Ⅰ),其中水质安全和管理安全方面评估等级为安全(Ⅰ),供水安全和风险与应急方面评估等级为安全但存在较小风险(Ⅱ)。评估结果与实际基本相符,说明该评估体系具有可靠性与实用性。Drinking water safety is related to people′s health and social stability,building safer water sources is a key development direction for water source protection in the new era.Based on the definition of water source safety,this paper conducts a bibliometric analysis with CiteSpace to explore the current hot trends in water source safety research,and proposes an assessment framework covering four aspects:water supply safety,water quality safety,risk and emergency response,and management safety;14 indicators included in the assessment system were identified through a frequency analysis and screening supplement of key literature indicators.An improved AHP-CRITIC weighting method was used to assign a combination of subjective and objective weights,eliminating the subjectivity of a single assignment.The assessment system,which,reflects the comprehensive and completeness of water source safety,solved the problem that most previous studies have only focused on one aspect,such as water quality,and could better diagnose the unsafe factors in water sources.Example validation with Banqiao Reservoir,the results show that the safety assessment of Banqiao Reservoir is 90.78 points,which is at the safe level(Ⅰ),in which,the assessment level of water quality and management is safety(Ⅰ),those of water supply and risk and emergency response are safe but with minor risks(Ⅱ).The assessment results are generally consistent with reality,which indicates that the assessment system is reliable and practical.
