省域重点用能单位化石能源预算管理机制探索研究

摘　　要：实施化石能源消费预算管理,是推动能耗双控向碳排放双控转变和优化能源资源要素配置的有效工具。虽然部分省份已积累用能预算管理相关经验,但化石能源消费预算管理与用能预算管理目的、意义、范畴、方法均存在差异,尚处于探索阶段。本文基于化石能源消费现状,分析化石能源消费预算管理实施的必要性和关键因素,提出化石能源消费预算的思路、范围,研究省域化石能源预算核定方法和管理流程,为构建化石能源消费预算管理制度体系和政策体系提供参考。Implementing fossil energy consumption budget management is an effective tool to promote the transition from dual control of energy consumption to dual control of carbon emissions and optimize the allocation of energy resource factors.Although some provinces have accumulated experience in energy consumption budget management,there are differences in the purpose,significance,scope,and methods between fossil energy consumption budget management and energy consumption budget management,which is still in the exploratory stage.This paper is based on the current status of fossil energy consumption,analyzes the necessity and key factors for the implementation of fossil energy consumption budget management,and proposes the policy direction,scope,and research on the verification methods and management processes of provincial fossil energy consumption budget management and provide a reference for the construction of a fossil energy consumption budget management system and policy framework.
