摘　　要：在实施国土空间规划背景下,加快构建适应新时代发展要求和人民群众期盼的防灾减灾救灾体系成为未来一段时期规划和防灾管理领域的紧迫任务,也是学术界的研究热点。文章在韧性理念的引领下,以“问题和风险识别-安全韧性战略引导-防灾减灾空间布局-应急救援空间资源配置”为主线,探讨韧性城市角度下国土空间综合防灾规划策略和思路,丰富国土空间综合防灾规划理论和方法。Under the background of implementing territorial and spatial planning,speeding up the construction of a disaster prevention,mitigation and relief system that meets the development requirements of the new era and the expectations of the people has become an urgent task in the field of planning and disaster prevention management for a period of time in the future,and it is also a research hotspot in academia.Under the guidance of the concept of resilience,this article takes"Identification of Issues and Risks-Strategic Guidance of Security Resilience-Spatial Layout of Disaster Prevention and Mitigation-Spatial Resource Allocation of Emergency Rescue"as the main line to discuss the comprehensive disaster prevention planning strategies and ideas of territorial space from the perspective of resilient cities,enrich the theory and methods of comprehensive disaster prevention planning for land and space.
